Well, it's not 100% until the end of this gen. But Nintendo isn't giving up first place so it's pretty much official.

There is no "official" in terms of who sells the most in a generation, it is basically being used a marketing speech to say that logically: The PSP is not going to outsell the DS and neither PS3 nor 360 will catch the Wii.
