You still seem to be missing the point. What i understood was, that you cut down regular expenses, while i (and Kasz) am talking about random expenses. If you go out to eat every now and then, you'll go out to eat if you have the money for it when you want to go out to eat. If you go out to eat regularily, you still go out to eat only if you have the money when you want to go out to eat.
