Well, yeah, if they wear other warm clothing I agree. I was just picturing someone going outside in a short sleeve shirt for some reason. I guess where I'm from you're usually wearing either a short sleeve shirt or a jacket over it.

 

I'll go outside in a t-shirt and long jeans at 21F after it has been near 5F for a few days. If feels like summer. You just need to keep moving and your fine.
