Stof pretty much nailed it here. The 1,5GB of storage wasn´t enough for a bigger game. Remember how Koji Kondo said he was allowed to bring orchastrated music to the game?
Well, he wasn´t allowed later the disc was just too small. Same goes for voice acting.
Gamecube discs are very small compared to PS2 and Xbox discs (1,47GB vs. 4,8 GB I think.)
And that´s the reason why so many things were missing in the game.
