I belive than the Arcade is perfect. If you dont want the online, you dont need the Wifi and its obvious than you dont care about downloable content, games or demos, so, you dont need the HDD and the memory card its good for you.
There you have why the arcade model its a good option. Your would have to pay for HDD, online and the wifi in the ps3 than you dont need/want. In the arcade you dont have to pay for them.
