Best - Super Mario World, Sprite gaming at its finest.
Worst - I'll have to say Super Mario World 2: Yoshi's Island - Sadly the Sequel to Super Mario World was less than magical. Having to escort your annoying crying baby of a hero around a world looking like it was more or less drawn by a toddler is less than my vision of a "great" game.
Why must JRPG female leads suck so bad?
