Rare has had a handheld division for a long time. When Microsoft purchased Rare, they left that division alone to do their own thing. Since then they've continued to make GBA and now DS games. In fact, I bet it's one of the few ways MS actually makes money off of Rare. ;)
I doubt Nintendo will contract for a DK4, but stranger things have happened -- Diddy Kong Racing for the DS which was actually published by Nintendo.
Numbers are like people. Torture them enough and you can get them to say anything you want.
