Not to many people know how much certain games cost to develope, but I can tell you how much a couple high budget games cost.
Final Fanatasy VII cost around 40 million
Apparently Grand Theft Auto IV cost 100 million
and Shenmue cost 70 million to make
Those are all high budget games so I'd guess the average game would be around 20-30 million today. (Rough guess)
Edit: According to some article I just read the average PS3 game cost 15 million to make so my estimate was a little off.
