You're very wrong about game development costs. Gears costed only 10 million because the engine was completely outside the budget AND they outsourced a lot of work to China, which not a lot of companies have the luxury to do.
We KNOW that Lost Planet costed $20 million and Capcom is a very conservative company. Most HD games definitely cost more than 10 million. The average idea you get when putting a lot of puzzle pieces together is that $20 million is an average HD game, without advertising. MGS4, Killzone 2 and GTA4 (100 million) go way beyond that.
I estimate WKC around 10 million, but only if Sony paid the advertising bills, and will therefore break even at around 300-400k copies ($20-30 go to the publisher, you can search it on Forbes) . However breaking even is not a good result, it's a bad one. It means that you could have put the money on the bank and made more money.
So WKC will probably be ok, but not a big success for L5.
