Indeed it did. I am now 90% certain I have an explanation for why this is happening. Copy and pasted from a PM sent to Noname about this problem.
My guess is the Wii Shop channel keeps a record of everyone that buys a game from it for a number of reasons. Amongst the identifying information would be which country the Wii is from. Anyone trying to send a gift to that address would be filtered through what the Wii Shop channel has on record. The record wouldn't be updated unless you reconnected to the channel and since you can't send gifts to people from different countries we have roadblock in gifting. Most people wouldn't reconnect in such a short time creating a cluster of Tims with out of sync information.
