actually locking a game at 30FPS then having a game at 60FPS unlocked and unstable is quite a bit better. even Epic decided to lock UT3 at 30FPS because it allows the system to handle larger amounts of things to happen on screen without skipping a beat because instead of trying to force a large amount of frames the system can focus on whats going on instead. Thats why theres a huge amount of things going on in games like Resistance, Killzone 2, and Unreal 3. The amount of physics calculations going on in these games alone is insane so is better to lock it at a stable framerate that is easily obtained instead of having to worry about framerate issues.
