Why do people still use "The Ten Year Plan" excuse?

The Xbox 1 comes along and shows how games should run and without the need to make ridiculous claims about it's processor or calling it some stupid name either. Now isn't this all starting to sound far to familiar to the latest consoles.

 

I don't think there is anything wrong with the cell per se, but it definitely hasn't performed as advertised thus far.   And I keep hearing that it's because, "developers haven't learned how to unleash its power yet".  And two years later, we are still waiting...

It's either a bogus claim, or it really is just too complicated for developers to take advantage of.
