The problem with Russia is the small middle class, so there are only poor and rich people. But, the point is, that after we count the poor people out, it still leaves us a large amount of people with enough income to purchase their entertainment products.
No console isn't going to reach 100% of the population anyway, so we end up talking about potential. More money equals more potential. All the bigger countries have the number of people that can afford a certain product, if this number is big enough, the manufacturers get interested in the market. For example Sony estimates russian market to be viable for PS3, atleast if releasing the console there is any indication.

Piracy does correlate with poverty to an extent, but what counts the most, is the perception of moral. Even people who can afford a certain product, can still pirate and being poor doesn't mean that the person would pirate anything.
