Sounds like it, and it's a shame, really.
Nevertheless a lot of people should be able to enjoy it, but it's sad that Nintendo didn't put more effort in it. It also breaks a trend:
Mario Galaxy: Better than Gamecube version
Smash Bros Brawl: Better than Gamecube version
Mario Kart: Better than Gamecube version
Fire Emblem: Better than Gamecube versions
Metroid Prime 3: At least as good as the first Metroid
Animal Crossing: apperantly not so much.
