IMO its more of a combiantion of the fact that piracy is so easy and the fact that the PSP is extermly apealing to PMP users. Ususally whoever chooses a PMP is older then your avarege portable gamer. So its logical that he/she can hack a system far easier then an 8 year old kid. The PSP needs absolutly no extra accesorie to be able to play pirated games, because many PSP bundles already come with a memory card. So no chip is required, no complex hacking procedure... so who the hell would say NO to free games? Even the DC needed some blank CDs and look how much software sales where affected afther piracy became a viable option for gamers...
Look for example at the DS. Its 2 main user group are either the 6-12 year old users or the 24+ year old ones... the younger ones arent hack specialists, while the older ones ususlly have enough money to buy a game for 20-40$ a couple of times/year. On the other hand the 14-24 year old agegroup ( PSP owners ) doesnt has all the time the possibility to shell out 40$ whenever a game is comming out ;)
