Not sure what to think about the PSP, but the part about the PS3 makes since... Since they started of selling at a lose and have probably only been selling in Eu at a profit for 6 months tops, and are probably breaking even to taking a MINOR loss in America, I think that they were never planning on selling alot of ps3's because plain and simply, they knew the more they sold in the beginning the harder it will be to recoup in the end.
