the article apearrs to be refencing the work of another third party not listed (maybe in the original japanese article) that said more than 10 cores would be cost prohibited.  so no, im not wrong yet, i would like a proper translation of the original artical but babel fish cant seem to do it

edit, got it translated, though it is babel fish so some of it could be wrong edit (most of it is cringe worthy reading, but i still found it very interesting)
