That depends entirely on how good the people that made the game are. I've seen 2D games with 2D sprites bog down mmy Desktop, it was a game my friend made very quicklike. I've also seen some seriousy good optimization in some games. It's the same thing as it is on consoles.

1.) A GREATER emphasizes on first party titles. Relying on third party exclusives to justify your console to a consumer is OVER. You'll get a few 3rd party exclusives, but MS & Sony both are seeing that a GREAT first party lineup is a difference maker.

2.) If MS & Sony are serious about not starting with profit lose, they will look to make a profit off of the consoles, I wouldn't expect a leap in graphics over this gen.

3.) More game balance. So for those of you that like to classify games as "Casual" or "Hardcore" those lines will be farther blurred...

 

I don't know how M$ will be able to fullfill your first point considering that they lost Bungie and hey just closed Ensemble, their most respected developer.
