Halo was also in development in 1999 and released in 2001. The original was a PC. Bungie is a PC developer at the core. Halo was very easy to create. Bungie also created an FPS before hand called Marathon.
Resistance was in development on a platform that even first-parties were having trouble with. The game was Resistance made within a year or so. The game is also the first FPS made by Insomniac Games which specialized in Platformers.
So yes there is a major reason for the difference. Genre experienced developer on an easy as hell to program for platform vs genre inexperienced developer on hard to program for platform.
