 That varies from state to state, and possibly city to city. I assure you that here you can get a ticket for going even 1 MPH over the speed limit. I have seen it.

 Secondly people going slightly slower will not increase the amount of traffic significantly. The reason traffic occurs is people have to slow down excessively to allow people to change lanes or enter a lane. This is caused by people not allowing enough space for a car to get into the lane. If less people tail-gated trying to cause other to speed up traffic would be reduced massively.

 Thirdly your example is entirely out of context. The reason you are not allowed to go below a certain speed on interstates is because it is dangerous to go that much slower than the traffic around you. The only good reason to increase a speed limit is because people will break the law anyways and create an excessively dangerous situation for those people who are obeying the law. Going too slow on its own has absolutely no ill effects. You might notice that humans walk at an average speed of less than 5 MPH and there is no record of this causing a massive casualties anytime in history. Please try to be at least half-informed on what you are talking about before trying to sound smart,
