Well, I don't know about quality-to-crappy ratio, but number of games on each console with a Metascore of 94+ (like the games listed above):
PS2: 16
GC: 6 (including Zelda Twilight Princess and Zelda Collector's Edition)
Xbox: 7

Edit: that's 16/1459 (.011) for PS2 and 6/501 (.012) for GC, so the ratios are quite similar.
