He means each level. There are four campaigns available off the bat, and each has four-five levels. They could have made them longer, but they had to keep in mind that the game is primarily a multiplayer game, so it had to be playable in decent chunks. This way, you can play through one level, around 45 minutes to an hour, and continue the campaign later, or play the whole campaign in 5 hours.

Ahh good good, thankyou sir... in that case its perfectly understandable for them to be less than an hour, plus that seems to be a hefty ammount of levels throughout the campaigns so this game looks like it's gonna have an enormous amount of replay value (prolly even more than COD4!).
I've only seen the walkthrough of one of the first levels from E3 but that was more than enough to get me excited about this game... I just wasn't sure how long the main story mode was going to be gameplay-wise.

You know I was always wondering why no one ever used the dollar sign for $ony, but then I realized they have no money so it would be pointless.
