[30.8m - (22m + 2.7m)] - 10% = 5.5 million units above NPD for PS3.
Looks like it's also 5 million above NPD for Wii software too. 61 m (VGC) vs 56m (NPD).
X360 seems almost exactly even.
EDIT: Notice I said "above NPD" and not overtracked. NPD and VGC are both extrapolated samples meaning neither is correct so one can't be over tracked or undertracked, it can only be under or above related to the other.
