Tekken has always been more popular than Soul Calibur, and even if it's not multiplat, considering SC's less than stellar debut in Japan/Europe/others, I don't think Tekken will have too hard of a time surpassing it (especially in Europe, where Tekken is very popular, if the PSN downloads of DR are any indication). That said, fighters just aren't that lucrative anymore, so I say 2 million lifetime sales.

Watch commercialism work it's magic. The Tekken franchise might be my favorite franchise, but it hasn't sold incredibly well since Tekken 3..selling over 4.5 M copies. Ever since then it's been around or below 2 million.
