I don't think the trend is changing, atleast not in the foreseeable future and without economic growth in South-America, since the former eastern-block countries are experiencing growth in economics with their EU membership (although, the birthrate in EU is low and population is aging).
As for the Brawl delay, the most propable reason for it was to time it regionally so, that there were as little competition as possible to lure in PS360 owners or people who were planning to get one. Atleast Brawl was one of the best titles for that. And as for what it comes to other high profile releases, the NA and Eu releases are close to each other, MKWii for example got its release in NA only 2 weeks after PAL.
