The whole point of hacking a gaming system is to be able to do something on it that you isn't being done already. When it comes to homebrew games and emulators, most of those will run just as well on PS2 or PSP as they would on the PS3, and no one has teh sheer funds needed to do something on the PS3 that actually can take advantage of all that excessive architecture. sony has also been the best known for releasing firmware updates that are almost purely with the intention to block homebrew, as shown on the PSP.
Nintendo has been most vocal about Piracy, but has never really been vocal as far as Homebrew alone goes. The only update we've seen to the Wii firmware that blocked anything only did a minor and temporary block to homebrew, but the biggest thing was blocking a lot of pirated discs and discs from the wrong regions.
Plus there's also a creativity level. People aare going to generally be more inspired by Nintendo's console, who has a lot of really interesting hardware with a lot of creative potential, but it's all potential that hasn't been tapped into at all by developers.
That's the type of situation where a person can get a lot of recognition by just being a little creative and actually thinking through how the input methods should work. Whereas the PS3 is basically all power, something that requires a lot of funds and manpower to be able to take advantage of.
The PSP was big because it was basically being seen as a portable media player that has games, and a lot of the updates just add more media support.
The DS and Wii get a lot of support because there are completely new inputs to play around with that can be used in really inventive ways that just aren't being used.
The 360, I haven't really heard much about as far as hacking goes, but I'd assume much of the reason behind that is because it was the first of this gen to be released and it's made by microsoft, who has made a name for themselves when it comes to security holes.
PS3 has been pretty much the most expensive, it's not portable, and doesn't do much more than the PS2 when it comes to things that independent, nonfunded people can take advantage of on a cost effective basis.
