These royalties are actually called licensing fees. The publisher pays that to the console manufacturer in order to be allowed to sell a game for that platform. So publishers DO pay Microsoft. It's probably around $6,- per sold game (PS3 $8,- / Wii $5,- these are rumored amounts, no facts).

But your friend is of course wrong that Microsoft owns Guitar Hero or that they won't show 3rd party games.
