Story isn't what makes a great GTA game. Haveing the ability to do tons of crazy stuff whenever you want is, and GTAIV doesn't have that.

 

I agree with you. My favourite ist still GTA III

Don't get me wrong. GTA IV is great or maybe even more than that, but I think it's not a real sequel to GTA III (or San Andreas)
