if you mean internal development with zero help for 3rd parties on their systems.. no. Sony will support 3rd parties just not focus on their exclusives.

The least they can do is support 3rd party, unlike Nintendo. Is that enough? Maybe. Do you think they should risk it?

 

 

They show they are supporting them with each GDC and dev SKU update.
