This is not news. There have been several variants of this along with sega selling left over dreamcast units recently.

The thing you posted up costs $139.99, comes with 11 games, has the battery life of a laptop and has been in someone's possession for the last 13 years. This new thing comes loaded with more games than the Nomad has coming with it, and it probably is more advanced in battery life and the screen considering how long it's been. Also it costs $60.

but in all seriousness that is just as good, but I didn't know about it,
plus the release time is similar
no matter how you slice it this is official hardware, not unlicensed stuff we've been seeing for years,

There's been liscensed hardware for years too, just nothing noteable yet.
