It doesn't seem to change no matter what you're trying to compare, so I'm guessing that the graph script is somehow disconnect from the database, and that odd barchart is some sort of default placeholder.

What I find astounding is that while region B surely is shown to be in the advantage, both regions have shown drastic improvements over the preceeding years. At this rate, however, I feel that too much up is a bad thing and set for a collapse and since region A is lower to the ground their fall will seem less catastrophic. Therefore region A is actually winning...in the long term...of lets say 5 to 6 years.
