Like DF said, the huge leap in cpu and SSD (which Sony is calling the key to the next gen) are probably more important than the GPU, as they can radically raise the bar when it comes to physics, ai and world simulations. I can only tell you what I think as I cannot read the future I can only predict it. I am also not saying next gen hardware wont ever be utilised. I am saying we wont see anything drastic straight away. Infamous SS was a visual treat however, it was also criticised for the same things that other brands were doing like only focusing on graphics over gameplay. Sony and Xbox are known for this. Infamous SS is a average game at best based off its reviews, it was no where near ground breaking or evolved the open world genre, its world heavily lacked substance while there were last gen open world games that were pushing the limits and were just straight up better overall packages.
Horizon ZD is a better game than Infamous obviously as it released a lot later however this is not a launch title like Infamous. BOTW was a game that was doing more and that's based on a game designed around WiiU hardware. That should never be the case with the hardware differences between the WiiU and PS4 but in reality it was. Lets look at Knack 1 and 2 and compare that to Mario Odyssey and I think we know which game gamers rather be playing. Hardware is nice to have but when we have devs solely focusing on graphics, we get games that end up just not as fun and lacking, something that seems to be a trend in the launch years of a console.
If you strip the coat of paint away from games like Killzone SF, Infamous SS, Ryse, Drive Club, The Order 1886 and even the later Horizon ZD and you are left with basic game design. Graphics can also lead to companies falling. Drive Club and the Order 1886 failed and hurt the companies behind them, The Killzone franchise was shelved for Horizon ZD and Infamous we don't know what has happened to that IP, maybe a future PS5 game, we don't know, and the famous Crysis franchise which has failed to deliver for Crytek.
In my opinion, I don't believe next gen CPUs are going to change anything anytime soon and I believe Developers are using 8th gen CPUs as an excuse.. Game AI was a thing back on the N64, Developers just got lazy this gen and didn't see the point in wasting resources into it. Also a lot of the heavily focused AI games don't exactly sell well these days so maybe that's why. Physics? Well Half Life 2 came out in 2004 and that game still puts games to shame when it comes to physics so does Red Faction on the 360/PS3. Sea of Thieves was made this gen in 2018 and I will be surprised if I see a game render better water effects on next gen launch games. I doubt we will see launch games putting TLOU2, Cyberpunk 2077, Halo Infinite and even Red Dead Redemption 2 to shame with the next gen consoles. These things will take time and it will happen, just not straight away. We will have to wait and see of course.
