You'd be surprised what the international community will support when they deem it convenient. Europe cut many deals with the PLO allowing them to operate in their nations and plan attacks on civilians without facing arrest in return for any terror attack taking place somewhere else. The reason other terrorist groups adopted airplane hijacking was because the international community proved it worked by appeasing the PLO whenever it hijacked a civilain plane in the 60s and 70s.
