I consider a lot of the cross generations games to count as previous generation unless you actually have features that are exclusive to this generation (see Shadows of Mordor). Think Shadow of Mordor might be the only strong example.

I think in most cases these cross gen games, the devs main focus is almost always on the newest gen, but they don't try to go too crazy because they want to ensure that it's still doable for last gen.
I never played Shadow of Mordor but ill look into that.

Shadow of Mordor PS3/Xbox360 actually lacks the key gameplay feature if I recall exactly. However I think If you count Persona 5 as not a port of ps3 game or other cross generation titles not as ports, you shouldn't count switch zelda as a port.
I think majority of cross generation titles are actually started off on the weaker console and than brought up. Persona 5 I think is basically FPS and Resolution increase between the two, which demonstrates to me it was designed as ps3 game in mind.
However don't view this as insulting to Persona 5, infact I consider it more impressive, that is the best JRPG based on "outdated" tech, demonstrating to me at least that this generation honestly speaking might have not been as necessary as it has been. Only select few have I appreciated this generation technology.
