There would still be issues. Every developer is trying to push each of their games to the highest graphical and processing level to attract the most number of gamers; and they know the other developers are doing the same, so of course every AAA developer wants their game to look better than everybody elses. If you increase the power capacity in the console, developers are just going to utilize all of the power to a tipping point like they're doing now; just like last gen even at the cost of performance and stable framerate. Prioritization in game design is what ultimately decides how a game will both look and run.
But so few are willing to sacrifice how good a game looks regardless of how they are able to optimize their games.
As for the PC argument, you can always push a system to the brink that would impact performance. Hypothetically if there were a universally built and affordable (also extremely powerful) PC that was required to run current gen games developers would be still be hitting a wall, because everybody else would be trying to outdo the other's good looking game.
Coming back from the hypothetical, while a PC has higher limits than consoles, they're not uniform in any sense of the word either in marketing or developing, so developers aren't going to develop for the dispersed and much differentiated gaming rigs even if their games would look and play better.
