Damn 1080p, ruining all our games. If only stuff like ACU hadn't been 1080p, we could have avoided those pesky frame-rate drops. Wait...
1080p is not an inherent issue. As Tachikoma pointed out, resolution isn't even relevant to Fallout 4's issues. Many of the most technically impressive games of this generation (both open world and linear) are 1080p, and most of them perform fine. Waggling a finger at 1080p and going 'boo, it's your fault!' whenever that's not the case is not much different than pointing at poly counts, effects, animations, lighting, textures, or shaders, etc. Any one of those things could be improved or downgraded in favor of another. None of them are an inherent technical lynch pin.
If a game has performance issues, it's the developers fault. There isn't a little resolution minion angrily stabbing their frames with a knife, it's the developer failing to properly balance or optimize their game. To be honest, it feels like you just don't personally care much for IQ, so have decided it shouldn't matter to anyone else either.
