They need to raise the console sales in Japan if they want to sell many games. And for that they must improve their quality. Since the XB1 is DOA in Japan (60K consoles sold since launch?) it seems the Japanese developers want to focus on the PS4. Nomura said the same explaining why the FF VII Remake is heading to the PS4, with no plans yet about porting it to other systems.

I'm sure other companies were approached about funding games, but passed. Cheaper to buy the IP's when the company goes bust, and they have to liquidate everything to pay back debt, and investors.
