If only Capcom released that game on PS4. Did Microsoft fund that game or something, preventing it from coming to the PS4?

Does this mean games like Dino Crisis, Viewtful Joe, Strider, and Devil May Cry could either be exclusive or mount a comeback?

I'm sure other companies were approached about funding games, but passed. Cheaper to buy the IP's when the company goes bust, and they have to liquidate everything to pay back debt, and investors.
