I think not. Looking at PS4 and Xbox One US sales its pretty much a tie. Or not that huge a gap to call PS4 the winner of the 8th Gen (US) console war.

It's somewhat incomprehensible to narrow the perspective down to one country. The console war envelopes the 'whole' globe.

What i think he had in mind, that Microsoft had a good starting point and was on Sonys heels at the beginning, with the possibility to stay close - even though they bobbled the launch. Compared to the first Xbox, which was dead on arrival. To be considered, he is saying this now, when we are only one and a half year into the 8th generation. This "war" isn't over, not by a long shot. So all he is doing is giving a little projection. A legitmate one i'd say. Because it ain't over till the fat lady sings. MS has inarguably some system-sellers up the sleeve.

In short: Only the future will tell if he is right or wrong.

I wouldn't go as far as to say it's legitimate. Sure, it ain't over, and even Wii U could potentially outsell PS4 and XBO combined. (If they sell it for $1.)
But worldwide it doesn't look like Xbox One has a prayer to beat PS4 at the moment. PS3 made a comeback partially thanks to Europe, and partially thanks to the lowering of its price. Microsoft are already lowering their price before Sony, and they don't have any other markets to fall back on for a comeback like PlayStation 3 did. Not to mention 360 got a huge boost from the Kinect, which won't be happening again this generation. As for game library, we're seeing more and more Japanese games stick to PS4 with every month, and it's only going to requiring less and less incentive the more marketshare PS4 gets.

Hmno... nope. Please move along Sir.
