It's very simple. You're implying the numbers for PS4 were "shipped" so they shouldn't be counted.  Sony's press release today confirmed 22.3 million. It doesn't matter if shipped or sold because Vgchartz doesn't.

The Xbox One numbers on the front page are "shipped". They have been since this gen started.
