That is definitely a contributing factor to the lower handheld segment overall. Look at 3DS for proof. It has a ridiculous market share but is still tracking FAR behind DS at this point with no reprieve in sight. Same story for Vita and its predecessor.

Considering 3DS is unlikely to sell more than GBA, DS being a monster is hardly a relevant counter. And consider also that the 3DS fall off compared to DS will be far greater than the PS3 fall off compared to PS2. It is time for Nintendo fans to accept that mobile gaming has significantly reduced the handheld console market, permanently most likely. And when both players in the market suffer severe declines gen on gen that absolutely means there are external disruptive factors at play. If #DS declined gen on gen but Vita increased gen on gen then you could say handhelds are holding strong. But that isn't the case.
One week of large sales of a hardware upgrade (not just a superficial redesign) is what means nothing. If N3DS baseline falls back not not much more than what DS for most of 2014 (which it largely has done in Japan) then this week's sales will count for nothing in the larger scheme of things.

How about the point that 3DS will probably not sell as much as GBA? essentially 3DS is looking to be the lowest selling nintendo handheld.

For comparison here are 3DS shipments as of December 31, 2014 (one quarter short of 4 years)
Japan-18.70
Americas-16.77
Others-14.93
3DS in Japan is slightly above GBA, 3DS in Others is slightly below GBA, they pretty much cancel each other out. The problem Nintendo is facing with 3DS is in the Americas, where it's barely over half of GBA in the same time frame. It's the same thing with Wii U where the majority of its decline compared to Gamecube is from the Americas. Nintendo needs to find a way to make their devices attractive to the American consumer again. I'm not sure how exactly they will do it, but it must be done.
