I don't see any reason for a slim anytime soon. PS4 is already tiny in its current form, and I don't really know what benifits a slightly smaller model would make. PS4 slim should come around the time when sales are starting to peak, and when it can help carry the momentum through the tail end of the generation. Personally, I don't see any reason for a slim until late 2017, and a $249.99 price tag.
As for this information, it bodes very well for a price cut this year. Sony will no doubt be reworking the PS4 motherboard this year to reduce cost. That is just par for the course for any device. Hopefully, between this and the possability of a 20nm APU by late this year, Sony will be able to do a price cut to $299.99 by October. If this can happen, and there are no production issues, sales should explode.
