Yes they stories and characters are completely irrespective of one another. So you don't need to play P3 to understand P4. Only the themes and gameplay styles are similar.

There are a few hidden nods to some P3 characters deep in P4, but that's only for the hardcore fans who have been following the series.

Omg... So the JRPG of then Gen will be defined next year. FF XV, XCX, P5... I don't think Dragon Quest will make it, is not as if it had any chance though.
