Technically all games are meant to be standalone. However they have small links between them.

So yes Persona 4 does come after Persona 3 chronologically.

I think I should of phrased it better: can I play P4 without playing P3 & still understand the plot? 

Yes they stories and characters are completely irrespective of one another. So you don't need to play P3 to understand P4. Only the themes and gameplay styles are similar.

There are a few hidden nods to some P3 characters deep in P4, but that's only for the hardcore fans who have been following the series.
