1. I'm pretty sure, yeah. I never really get my hopes up for this stuff, but Morita has been hyping something awfully hard. I think there might actually be a no shit megaton for once, and it's unlikely that would be Japan-only.

2. SCEA lets you just apply on the website, but it looks like SCEE picks their MVPs directly from the forums.

Nah, the ;) means he knows what it is. The other part is about him being a Sony spy and going back to tell his dark master what other old IPs people are still interested in.
