640p @ 30fps would be my guess. Around the same ballpark as PS3/360, maybe a bit smoother.

Let me start of by saying, there is nothing saying watchdogs is 900p on ps4. I'm guessing 1080p 30 fps on ps4, 900p 30 fps on xbox one, and 720p 30 fps on wiiu.
