The very fact that it is small and not bloated like some of the gifs on this site should make it okay to use. Seriously, some of the sigs on this site are just so damn big that i had to disable sigs for a while. My small rant. 

Plus Wii U needs all the promotion it can get.

I would bet that it's a commercial, that's why there's an "i" for info on the top left of the banner.

But I guess that if someone with addblock can't see the banner, then it would be pretty much confirmed.
