May be the devkit, APIs and drives have improved.
May be they learn how to use the extra bandwidth of the ESRAM.

No. 360 was technically speaking less powerful yet the multiplatform releases were, on most cases, better than Ps3. Comparing multiplatforms don't help at all.

No that is a very in-apt comparison.
Worst thing a console can do is make itself redundant.
Differentiation is the KEY for a console.
It must be unique or else what's the purpose of picking one over a general PC?
