Microsoft is not emulating Steam, no matter what that rumor post says. Steam improves its margins by basically ignoring retail, then they pass those improved margins on to the customer. Yes, they license Steam as on-disc DRM, but their own service is heavily slanted toward digital. Microsoft, with the Xbox One, is using a convoluted system to keep major retailers (and ONLY major retailers) happy. If they wanted to emulate Steam then they would funnel customers toward digital with cheaper prices--not some abstract claim that they might be able to lower digital prices if everyone buys into the XO.
The XO's system is not Steam's system. It just takes parts of it and throws it in with other stuff.
The smart thing would be to give incentives for people to buy into digital, such as day one discounts and a "trade-in" credit program, but Microsoft is never going to risk the wrath of GameStop, Wal-mart, Amazon, or Best Buy. If they did that, they could ignore a complicated DRM system for physical discs, as that method of game delivery would slowly fade away on its own.
