It seems that Lightning Returns was supposed to launch worldwide in September 2013. However, due to GTA V being pushed back to September 2013, Yoichi Wada has decided to delay Lightning Returns: FFXIII to an unannounced date. The game is still expected to launch in Q3 2013, but it may now be looking at an October or even November release date.

I never thought it would make it to Western markets in 2013. Japan, yes and GTA won't affect that.

GTA and Final Fantasy aren't really competing for the same audience. I don't see how both of them releasing the same month will affect sales of either game in any significant way. If the game is truly being delayed, I'd say it was for quality or development issues before scheduling issues.
