The problem with Paper Mario is they haven't stuck to the main concept of it that made it so popular for the 1st 2 games. If they would just follow it completely without all these other features then it would be fine.

I'm sure it will sell beyond 1m and you are very misinformed on this issue. Why it isn't doing well is because it isnt like the 1st 2 paper mario games that excelled in gameplay. Sticker Star just doesnt excel.

Which Paper Mario flopped? I think sales have been better each installment? Correct me if I'm wrong.
@OP: Remember that story has always been secondary for Miyamoto. His begins with the basic gameplay and adds on a story afterward. I actually think that's the ideal way to develop games, but I understand those who disagree.
I liked the story in The Thousand Year Door. Maybe I'm too naive but never cross in my mind what will happend in the end or about the real enemies. Super Paper Mario was just again the same final, but never ever reach the "good" (imo) story from TTYD.

This is what I do too. I think only for Skyward sword did I actually put down I like the story since I'm a little invested in the Zelda lore. I've only played the first paper mario but I didn't like what I was seeing for this Sticker Star.

uhm mario is the difference. If All stars had mario then I'd predict differently. People see mario on a boxart and are like "oooooh mario" They look at all stars and they're like "hmm, what is this"

Well for starters the lack of partners. I also don't like the battle system and using stickers.
Both games are flops.
